About the SIRA Fund

« Sira » means « the path » in Bambara.

The SIRA Fund — Stability, Inclusion, Resilience, Autonomy — was set up in 2021 to support populations living in fragile areas, so that they can sustainably strengthen their resilience and autonomy. It runs until 2027 with a total commitment of EUR 850 million.

The fund does not implement projects itself: it finances implementing partners — international and national NGOs, cooperation agencies, public bodies, consortia and private actors — selected for their knowledge of the field. Each project is anchored in one of three geographic windows: Sahel & Lake Chad (Burkina Faso, Chad, Mali, Niger, Senegal), Horn of Africa (Ethiopia, Kenya, Somalia) and Levant (Jordan, Lebanon).

Its action focuses on five sectors: food security and agriculture, employment and entrepreneurship, access to basic services, social cohesion and local governance, and migration and protection. Projects often combine several of them, since a water point, a vocational training course or a community dialogue rarely stand alone.

Every project reports against a shared results framework, from the fund's overall impact down to each activity, using common aggregated indicators such as people trained, jobs created, infrastructures built or people with improved access to services. Reported figures are then checked on the ground by independent third-party monitoring.
